The spinning wheel in Valheim can be unlocked after defeating the 4th boss Moder in the mountain biome.
You will need to have crafted an Artisan table before you can craft a Spinning wheel. The Valheim spinning wheel has an durability of 200 and can be made with the following resources:

The crafting station converts Flax in to Linen thread that can then be used to make Blackmetal weapons and Padded armour.
